What is an attestation service?

An attestation is a signed certificate or report from an independent auditor confirming one specific fact about your business or your personal finances — not an opinion on a full set of accounts, but a conclusion on a single figure someone else needs to rely on: your net worth, your turnover, your paid-up capital, the value of a project.

The work is governed by ISAE 3000 (Revised) — the international standard for assurance engagements other than audits or reviews of historical financial statements, in force for reports dated on or after 15 December 2015. It sits between a full audit (an opinion on your entire financial statements) and an Agreed-Upon Procedures report (factual findings only, no conclusion): an attestation certificate states a real conclusion, on a narrower subject.

In the UAE, attestation certificates are asked for constantly — a Golden Visa file, a bank facility, a tender submission, a licence renewal, a partner buyout. Entrepreneurs on the Golden Visa innovative-project route need a certified auditor's letter confirming a project value of at least AED 500,000; company investors and partners are typically asked for a certified financial report from an accredited UAE audit firm. Each recipient expects its own format and wording.

The output is a short, signed certificate — but it still has to hold up to scrutiny, because someone is making a decision on it: a bank extending credit, an authority granting residency, a partner buying in. What is the difference between attestation and Agreed-Upon Procedures (AUPs)?

In an Agreed-Upon Procedures engagement, the auditor reports only factual findings from specific procedures, with no opinion or conclusion — the reader draws their own conclusions. In an attestation engagement under ISAE 3000, the auditor goes further and states a conclusion, such as confirming that net worth is not less than a stated amount.
